It's working as designed, although I really don't like the design. Well the game isn't cheating and it's not a bug. I suppose it could even hit someone in complete cover, the solid shield with such a miss? By using the Hidden's Shroud Step ability and skitter for my melee units, putting everyone in cover surrounding my Hidden so they all also benefit from the Shroud fog so they individually have over a 100% chance to be missed (I know the game always allows a 5% regardless) I have instead made it a 100% chance to be hit if they target the Hidden in the center of the group? So this is basically telling me the game has, in my opinion, a very bad design flaw. But I did not know a miss automatically hits, without checking to hit, against a random adjacent hex. Understanding of the game never ceases to impress me.
